Tim van der Lippe 05149e9772 Remove ls from legacy-defs 
This adds all missing imports for `ls` to all files. After this change,
all usages of `ls` will now properly be resolved to a LocalizedString
rather than a normal string.

Sigurd Schneider d60a0c226b Move ApplicationCacheFrameTreeElement to ApplicationPanelCacheSection.ts 
This concludes moving the cache-related classes to the new file
front_end/resources/ApplicationPanelCacheSection.ts and enables
refactoring the logic out of the ApplicationPanelSidebar (which
is currently dealing with models and other details of the data
update logic).

Sigurd Schneider 818087f47f Move more cache-related classes to ApplicationPanelCacheSection.ts 
This CL moves to more classes to ApplicationPanelCacheSection.ts,
making progress towards having all cache-related tree item logic
for the Application panel in that file.

Sigurd Schneider e1ed9df8b8 Refactor ApplicationCacheManifestTreeElement 
This CL moves ApplicationCacheManifestTreeElement to a new file
ApplicationPanelCacheSection.ts that provides a home for all tree
element classes used in the cache section of the Application panel.
